COMMISSION RECAP: Commission approves security and infrastructure measures

The Sanford City Commission held its regular meeting on Monday, where they approved several safety measures for the Sanford Police and Fire departments.

The City Commission approved the purchase of anti-vehicle barriers from Meridian Rapid Defense Group for $99,000. The purchase was made using the funds from the previously approved Community Project Funding Grant for the Police Department.

The City Commission also approved the use of the Axon Body Camera 4 and the Axon Taser 10 with the revised Axon Officer Safety Plan contract from Axon Enterprise, Inc. The approval came with the renewal of a five-year contract with the Sanford Police Department, which includes equipment, training and data storage.

The purchase of a $389,000 fire rescue/ambulance that will be delivered in 30-36 months was approved to replace a truck from 2017. The Commission also approved the purchase of 64 self-contained breathing apparatus for the fire department for $460,000.

The city approved multiple infrastructure items, several related to the city’s sewage system.

To fix and replace the 40-year-old roof at Sanford City Hall, the Commission approved a budget up to $2.5 million in city funds.

The commission also accepted a grant award of $14,342 from the Department of Environmental Regulation to fund a sewage pump-out station for the Sanford Marina, matching the grant with $4,700. The total amount in funds reached $19,123.

There was the approval to purchase property at Oleander Avenue and Third Street at a cost of $22,500 for future stormwater system improvements.

The meeting also included public hearings for property change requests in Sanford, including the approval of the annexation change in Future Land Use (FLU) and Rezoning of 15.5 acres at 2890 East Lake Mary Blvd.

The property was changed from agricultural to restricted industrial. The proposed use is industrial warehouse, although no specific users are identified.

Commissioners approved annexation of 0.21 acres at 4055 Church St. for connection of utilities to an existing single-family home and the annexation of 0.28 acres at 2201 Historic Goldsboro Blvd. for construction of a single-family home by Habitat for Humanity.

They also approved changes to Schedule F of the Land Development Regulations to improve design standards to promote orderly, efficient, and safe residential development and improve visual aesthetics.

The Commission is considering and heard a presentation for the rezoning of 17.3 acres at 3475 East Lake Mary Blvd., across from the Boombah Sports Complex, for development of 284 apartments and a commercial parcel.

The Planning and zoning committee first denied the rezoning request, partly because some of the proposed property use does not meet the standards of the Lake Mary Boulevard Study – a guiding document used to determine the vision for the area. Commissioners modified several items on the agreement, but approved the rezone on first reading.

Finally, the Commission approved appointments to vacant positions on the City’s Boards and Committees. Approved appointments are based on applications and interviews.
